MEFT launches all-Russian survey of taxi drivers
The industry is changing. Commissions are rising. The localization law is coming into effect. But what do those who are on the front line every day actually think? MEFT has launched an anonymous survey of taxi drivers to gather a direct assessment of the market situation. The results of the study will be presented at the XIV International Eurasian Forum “Taxi” in August 2026.
The questionnaire focuses on issues that directly determine the economics of working in a taxi: driver income and expenses, aggregator commissions, tariffs, support from digital platforms, the impact of new vehicle requirements, the risks of some transportation moving into the “gray” zone, as well as the development of social taxi services in the regions.
The survey takes 3-5 minutes. Drivers from different regions of Russia can participate: self-employed individuals, individual entrepreneurs, employed drivers, taxi fleet vehicle lessees, and those who combine taxi work with another job.

The goal of the study is to see the real picture of the market through the eyes of those who work on the front line every day. It is the drivers who are the first to feel changes in tariffs, rising costs, the quality of aggregator support, vehicle availability, and the practical consequences of regulation.
The data obtained will form the basis of the study and will also be used in the preparation of analytical materials and discussions for the XIV International Eurasian Forum “Taxi,” which will take place on August 6-7, 2026, in Moscow. The survey results will help to more accurately formulate the key problems of the market and bring them into professional discussion with the participation of government representatives, businesses, digital platforms, taxi fleets, experts, and public associations.
Today, passenger taxis have become an important part of the country’s transport system. They ensure the mobility of millions of people, connect districts, complement public transport, and remain one of the most in-demand urban services.
Following the forum, it is planned to prepare a document with a consolidated industry position on issues of developing taxi markets in Russia. It will be sent to government authorities for consideration when forming transport policy.
